First problem sounds like it may have a high voltage arc?

Second problem is classic convergence: check fuses - change ICs - check bias resistors.

If it were only the convergence problem, for a shop to do: $250.00 on up.

If you do the work yourself AND obtain say two fuses, two ICs and let's say 6 - 8 bias resistors, thermal grease, desoldering braid, soldering iron, shipping and handling on the parts ... grand total approximately $50 - $70. Of course, if you already have iron, etc. even cheaper. Presuming also that "that's all" that's involved.
