Panasonic CT-36SF35W no picture Can't Post

First post... We have a Panasonic CT-36SF35W purchased in 1998. Was working great up until a week ago. It's got great PQ for a CRT almost 12 y/o. Then all of a sudden upon power up the picture was scrambled flickering on and off with it sometimes ending in a permanent black screen. All the time audio is fine. Sometimes the picture comes in and stays there but other times it just flickers for a while and then goes black. I have unplugged and left off and that does not seem to change the ratio of power up to getting to picture to stay on. Sometimes the picture comes up perfect w/o having to do multiple iterations of power off/on. The flickering is horizontal in nature and the data that is flickering seems to be lines from the program. They are located in the center part and about 12-18" in height but vary as the set tries to bring up the picture. It also seems to be getting progressively worse as it use to take 5 power off/on iterations and now it’s more like 10 or more. Sometimes it never comes on. With the cost of new LCD/Plasma's not sure if it's worth getting a tech out here to survey this. So just looking for some sage advice about what else can be tried. Thanks!

 bad solder joints needing resoldering on the scan out ic is the most likely problem. 15mins work if you can solder.

Thanks for the quick response... How to go about getting a service manual to find the "scan out ic" for this model? I can solder.
