RCA LED46C45RQ - Audio but No backlights

I have this 5 yr old LED TV where backlights just dropped out.
Power supply works for standby, power on goes to main and tcon boards. I have audio when switched to valid input. Can see screen using the flashlight test. Power on voltage signals are read for 5 and 12 V DC at pinouts going to mainboard. When switched on, the mainboard returns 5V to the 'BL on' pin on this Power Supply. Looks like power supply is then to drive back lights. However, there is no voltage at either LED + LED- terminal pair.
Does my power supply have bad LED power drivers, or is there something else going on?
The reading at the LED+ and the LED- terminal pairs is zero whether or not the cable to the LED strips is attached.
