Toshiba 32D1333DB no back light	Can't Post

Hi new to this forum so be gentle.
I have a Toshiba 32D133DB that has passed the flash light test but has no back lights .
I have ordered a used power supply board and the problem is still there the output from the power supply is only 3.2volts AC both boards give the same output .
I contacted the company I got the board from and they say that's correct it's a built in feature it won't power up fully untill it get a good signal from the back light.
Would you guys say that's correct and the back lights have gone.

Try and test the backlight
If you don't have it a backlight tester, you can use 9 volt batteries.
Connect them in series till you have the correct voltage. Carefull with the wires not to short anything out
