Westinghouse TV flicker with cable provider

I have a Westinghouse 4K model WE49UL4118. When I use the TV with the cable box, there is occasional flickering. The screen goes black for a second, then there is snow for a second, then there is a distorted picture, then the picture returns to normal. It randomly does this every few minutes. I replaced the cable box (internet TV), and had a technician check the service. He said that the issue is not with the service. When I cast to the TV from my service provider, there are no issues at all. When I plug a laptop into the same HDMI cable and show the laptop on the TV, there are no issues at all. I tried a different HDMI cable. I looked at the main board, and could not find any blown capacitors.
