tv doesn't switch to standby properly

Hi I have a tv that runs fine but when I switch to standby the image only turns black but the tv is still on. Sometimes the tv just mutes and the image keeps running. So I have to power off on the power button on the front panel. This started happening when one day I switched on the tv and it didn't turn on and there was a loud buzz coming from the inside. So I took it to the shop and it was fixed except for the standby. The repair man said that stand by wouldn't work because he didn't know the schematics and wouldn't know how to fix it. I thought that was a very strange answer. Could this be true? I mean, if the tv turns on properly, why can't it go to standby? I always have to use the power button on the tv.
