tv toshiba 32w2431d red led on and blocked on stand by

Hi everyone,
No response to on/off command and the tv still on stand by mode,
the some thing when i disconnect the power of backlight led.
the 12vdc decrease from 12vdc to 0vdc when i plug on power the tv
but the 5vdc is correct
any one can help me please
