Panasonic PV-V4522 Playback Problem Can't Post

On playback there is white horizontal distorsion line about 1/4 inch thick at the top and bottom all the way across.
On factory recorded tapes and VCR recorded.
When a tape is recorded on this VCR and played back on a good VCR there is a 1 inch horizontal line all the way across, about 1 inch above the bottom, but it has vertical lines running up and down inside the line.
Adjusting tracking does not stop it. Would this be in the power supply or Vertical section?

video heads cleaning / I was gonna say: replace the whole video drum, but your explanation states picture still visible from the recording and playing. therefore, it needs to be clean with wet solution, cotton swab, blow dryer " just be careful if u do it yourself. You may worn the heads entirely.
