Why do these slow scrolling static lines show up on my VCR?

Why do these slow scrolling static lines show up on my VCR? Can't Post

I found an old JVC HR-D630U VCR at a secondhand shop today and it plays tapes perfectly, but when I leave it on for about 10 minutes, even when there's no tape playing, a static line slowly scrolls from the bottom of the screen to the top and keeps cycling like that. I cleaned the VCR heads, didn't help. I tried the VCR out on another TV and the lines didn't show up and I'm thinking the VCR might not have good heat ventilation since it feels warm in the exhaust area. Any ideas what the problem is and how to fix it? Someone told me that the transformer is failing so it can't keep up at 60 Hz. I want to see what others say before buying replacement parts.
