Well i found out when i disconect all the panel ribbons, and reconnect them 1 by 1 from the outside in .. i get picture execpt from the last one .. if i plug that one in it al goes black and white

Could this be the problem? the IC on the left?

I don't see where the SC affects the x axis. Look for a ribbon cable between the SC and C, and if so, possibly.
HDMI not working

The IC in the panel cable is puffed ..
when i leave that cable out i got picture on the rest of the screen
except when i put that calbe in .. the half of the screen goes death ..

Yeah, that looks bad. But check it closely to the other cables, if the others don't look like that then there is the problem. Those cables are made on to the panel, panel replacement is the only way to fix.

The only way to get a replacement is a used panel. Purchased new, panels cost more than the set did new.

Edit.I disconected this IC and now only one line is white
